Use WS_FTP to Set Root Directory Permissions
& Create a WWW directory On Polaris

WS_FTP LE 5.08 is a Windows-based File Transfer Protocol (FTP) client that allows users to utilize the capabilities of FTP without having to know all the details of the protocol itself. In other words, it allows you to move files between your floppy disk or hard drive to your Polaris account using a windows interface.

IPSWITCH has resigned WS-FTP LE 5.08 (free for education use) and have replaced it with WS_FTP Home Edition for which they charge a fee.  If you do not currently have the LE 5.08 installed on your machine, there are other free alternatives

If you currently have WS_FTP LE 5.08, these instructions will help you learn the software.
